الملخص :
بادئ ذي بدء شرعت هذه الدراسة على إيضاح بعص المصطلحات الواردة في متن عنوانها ؛ لما لها أثر في رسم ملامح البعد ” التأريخي ” و” السياسي ” للقارئ الكريم في شأن الدراسة , ثم أهتمت هذه الدراسة في تبيان استراتيجية – خطط – الدول التي تدور في ” الفلك الإقليمي ” مع الجمهورية الإسلامية الإيرانية , تطرق الباحث فيها عن تحركات الدول الإقليمية ” الأجنبية ” واستراتيجياتها , من خلال الخطط والإجراءات التي تنوعت أصنافها ما بين إرسال مساعدات ” طبية – علاجية ” تارة , وكادر طبي متخصص في تشخيص الفيروس ؛ لغرض جعل الخبرة الطبية – العلاجية ” للدول الإقليمية تحت تصرف الجمهورية ونظائرهم في وزارة الصحة ومستشفيات الجمهورية تارة أخرى , قبيل عرض استراتيجية الدول الإقليمية رغب الباحث في تصدر تلك الاستراتيجية توضيح الخطوط العريضة للاستراتيجية الإيرانية وفق الحراك والتآزر مع الدول الإقليمية من أجل احتواء الفيروس , الأمر الذي دفع الباحث إلى تقسيم الدراسة على نحو أربعة مطالب , هي : المطلب الأول : (فذلكة في الاستراتيجية الإيرانية لاحتواء الفيروس), والمطلب الثاني : (حراك الصين وتآزرها مع الجمهورية لاحتواء الفيروس), والمطلب الثالث : (حراك تركيا وتآزرها مع الجمهورية لاحتواء الفيروس), والمطلب الرابع : (حراك ” روسيا – اليابان – بيلاروسيا – جورجيا ” وتآزرها مع الجمهورية لاحتواء الفيروس), زد على ذلك سبق تلك المطالب ديباجة في تبيان دلالة مصطلح (الاستراتيجية – الإقليمية – فيروس كورونا) , وعقب هذه المطالب خاتمة ونتائج الدراسة , التي تمثلت في ابرزها : ان الجمهورية لم تتقاعس أو تترد في استخدم أي وسيلة في ردع الفيروس , وحماية مواطنيها بشتى الطرق والسبل , الأمر الذي دفعها إلى مخاطبة وزارة خارجيتها ومؤسساتها ” القنصليات – الممثليات الدبلوماسية ” في الدول الإقليمية ” الأجنبية “؛ للاتصال بها من أجل تشديد الرقابة على منافذها الحدودية معها , وغلقها مؤقتاً من طرف , والتآزر معها في تخطي – الوباء – الفيروس من طرف آخر , وعلى الرغم من حراك الجمهورية هذا الا انها لم تنال سوى ما بين سلفاً , الأمر الذي دفع الباحث إلى القول – ان جاز التعبير – تواجه مصيرها مع الفيروس حالها حال الدول التي اجتاحها .
ABSTRACT:
First of all, this study set out to clarify some of the terms contained therein; Because it has an effect in charting the features of the “historical” and “political” dimension of the noble reader regarding the study, then this study was interested in explaining a strategy – plans – countries that revolve in “regional astronomy” with the Islamic Republic of Iran, the researcher discussed the movements and strategies of countries, Through plans and procedures whose varieties varied between sending “medical-therapeutic” aid at one time and a medical staff specialized in diagnosing the virus; For the purpose of making medical-therapeutic expertise “foreign” regional states “at the disposal of the Republic and their counterparts in the Ministry of Health and the hospitals of the Republic at another time, before presenting the strategy of regional countries, the researcher wanted to lead this strategy to clarify the broad lines of the Iranian strategy according to the movement and synergy with regional countries in order to contain the virus , Which prompted the researcher to divide the study into four requirements, namely: The first requirement: (So this is in the Iranian strategy to contain the virus), the second demand: (China’s mobility and synergy with the republic to contain the virus), and the third demand: (Turkey’s mobility and synergy with the republic to contain The virus), and the fourth requirement: (the mobility of “Russia – Japan – Belarus – Georgia” and its synergy with the Republic to contain the virus). Moreover, these prerequisite preceded the preamble in explaining the significance of the term (strategy – regional – Corona virus), and following these conclusions and the results of the study The most prominent of them was that the republic did not fail or hesitate to use any means to deter the virus and protect its citizens in various ways and means, which led her to address the Ministry of Foreign Affairs and Its politicians are “consulates – diplomatic representations” outside the republic; To communicate with regional (foreign) countries precisely for them, in order to tighten control over their border outlets with them, and to temporarily close them from one side, synergy with them in overcoming – the epidemic – the virus from another party, and despite this republican mobility, it only gained what Demonstrated in advance, the matter that prompted the researcher to say – so to speak – is facing its fate with the virus the same as the states that invaded it before and after the republic.
