الملخـــــص:
أصبحت تشكل ظاهرة الهجرة غير الشرعية تحديا خطيرا، وذلك بالنظر إلى حجم المخاطر الناجمة عنها، خاصة وأنها أخذت بعدا أمنيا بفعل إرتباطها بشبكات الجريمة المنظمة من تمرير المهاجرين والإتجار بالبشر وباتت تؤثر في سياسات الدول وأجندتها، حيث أنها أصبحت تمثل ظاهرة عالمية الأمر الذي دفع لتظافر الجهود الدولية عن طريق اعتماد آليات تقضي بإيقاف تدفق البشر عبر الحدود والبحار.
وخلال السنوات الأخيرة، إستفحلت هذه الظاهرة في الجزائر بشكل سريع ورهيب، حيث أصبحت تشكل هذه الأخيرة منطقة عبور وقبلة مهمة للوصول إلى الضفة الأخرى من المتوسط، وما زاد من حدة الظاهرة هو الحدود الجزائرية الشاسعة التي تربطها بدول الساحل غير المستقرة سياسيا، والتي تشكل مرتعها لعصابات التهريب التي تتسلل للدخول إلى الجزائر، الأمر الذي يستدعي بها لإتخاذ كل التدابير والآليات التي يمكن أن تخفف من إنعكاسات ظاهرة الهجرة غير الشرعية عبر هذه البوابة الجنوبية من ضفاف البحر الأبيض المتوسط.
وبالنظر للمعطيات المرتبطة بهذه الظاهرة، والتداعيات التي تصاحب هذه الظاهرة التي تؤرق الرأي العام المحلي والدولي، نجد أن بعض الفواعل تطرح نفسها بقوة من أجل المساهمة في وضع برنامج متكامل لسياسة أمنية قادرة على الوقوف في وجه التأثيرات السلبية للهجرة غير الشرعية، لعل من أبرزها منظمات المجتمع المدني التي تجعل من مجال العمل التطوعي أساسا وهدفا رئيسيا من وجودها ونشأتها.
Abstract :
The phenomenon of illegal immigration has become a serious challenge, considering the magnitude of the risks resulting from it, especially since it has taken a security dimension because of it’s association with organized crime networks to the transfer of migrants and human trafficking and it affects the policies and agendas of countries, To combine international efforts by adopting mechanisms to stop the flow of people across borders and seas.
In recent years, this phenomenon has escalated in Algeria in a rapid and terrible way. The latter has become an important crossing and area to reach the other side of the Mediterranean. The phenomenon is exacerbated by the vast Algerian border with the politically unstable Sahel countries, which infiltrates to enter Algeria, which calls for the adoption of all measures and mechanisms that can mitigate the repercussions of the phenomenon of illegal immigration through this southern gate of the shores of the Mediterranean.
In view of the data associated with this phenomenon, and the repercussions that accompany this phenomenon, which is disturbing the opinion of the local and international public, we find that some of the actors put forward strongly to contribute to the development of an integrated program of security policy able to stand in the face of the negative effects of illegal migration, perhaps the most prominent organizations of Civil Society Which makes the field of volunteerism a foundation and a major goal of its existence and its inception.
