مُلخصٌ:
مازالت مسيرةُ تجربةِ التكاملِ الإقليميِ العربيِ تتعثرُ سياسياً واقتصادياً وأمنياً على مدارِ أكثرَ من سبعة عقودٍ ونصفٍ. هذه الدراسةُ تحاولُ الإجابةَ عن عددٍ من التساؤلاتِ التي تُطرحُ على الأصعدةِ الأكاديميةِ والسياسية والثقافيةِ، بخصوصِ مستقبلِ جامعةِ الدولِ العربيةِ، والجدلُ حول جدوى استمرارِها، مع تواضعِ إنجازاتِها. كما تحاولُ هذه الدراسةُ أيضاً، تقديمَ رؤيةٍ استشرافيةٍ حول مستقبل جامعةِ الدولِ العربيةِ على ضوءِ التحدياتِ التي مرت بها مسيرتهَا وتواضعِ الإنجازاتِ التي حقَّقتها، كمنظمةٍ إقليميةٍ. تخلصُ الدراسةُ إلى: ليسَ من خيارٍ للعربٍ، إلا البناءُ على المنجزاتِ المؤسساتية لجامعةِ الدولِ العربيةِ، فيما يخصُّ عملَ أجهزتهِا المتخصصةِ والتعديلاتِ في ميثاقِها والتأثيِرِ على سلوكِ أعضائِها من أجلِ تحقيقِ وحدةٍ حقيقيةٍ بينهم، صيانةً لأمنِهم وتحقيقاً لتطويرِ تكاملٍ إقليمي بينهم، على أسسٍ نفعيةٍ مصلحيةٍ مثمرةٍ، في ظلِّ سيادةِ الدولةٍ القوميةِ الحديثةِ، في مجتمعاتهِم. هذا الهدفُ القوميُ لا يتحقَّقُ إلَّا مِنْ خلالِ العملِ على جعلِ جامعةِ الدولِ العربيةِ منظمةً إقليميةً فوق أُمميةعملاقةً (Supranational Organization)، تتجاوزُ صلاحياتُها صلاحياتِ الدولِ الأعضاءِ السياديةِ في قضايا الأمنِ والتكاملِ الإقليميِ وحقوقِ الإنسانِ. كلُّ ذلكَ يتطلَّبُ تغييرًا هيكليًا مؤسساتياً لجامعةِ الدولِ العربيةِ بجعلهِا سلطةً إقليميةً ملزمةً فعالةً قادرةً على فرضِ قراراتِها. هذه الإصلاحاتُ العمليةُ لجامعةِ الدولِ العربيةِ لَنْ تتحققَ إلَّا بتوفّرِ إرادةٍ سياسيةٍ لدى الدولِ الأعضاءِ تعكسُ قناعةً راسخةً بِجدوى التكاملِ الإقليميِ بين دولِهمِ، بما يفوقُ إمكاناتِ كلٍّ منهم على حدة، لتجاوزَ تحدياتِ التنميةِ والأمنِ في داخلِ مجتمعاتِهم، مَهما بلغتْ مواردُ دولهِم وإمكاناتِ مجتمعاتهِم.
Abstract
The course of the experience of Arab regional integration has continued to falter politically, economically and security-wise for more than seven and a half decades. This study attempts to answer a number of questions that are asked at the academic, political and cultural levels regarding the future of the League of Arab States, and the controversy over the feasibility of its continuation, despite its modest achievements. This study also attempts to present a forward-looking vision about the future of the League of Arab States in light of the challenges that it has gone through and the modest achievements it has achieved as a regional organization. The study concludes: There is no choice for the Arabs, but to build on the achievements of the League of Arab States, regarding the work of its specialized agencies and boards, the amendments in its charter, and influencing the behavior of its members in order to achieve true unity among them, to safeguard their security and to achieve the development of regional integration among them, based on their mutual interests and in the shadow of modern nation state powers, in their societies. This national goal can only be achieved through working to make the League of Arab States a giant regional organization (Supranational Organization), whose powers exceed the powers of the sovereign member states regarding security, regional integration and human rights.
All of this requires a structural and institutional change within the League of Arab States to make it an effective, binding regional authority capable of realizing its decisions. These practical reforms of the Arab League will not be achieved unless the political will of the member states reflects a firm conviction in the feasibility of regional integration among their states, beyond the capabilities of each of them individually. The challenges of development and security within their societies, regardless of the resources of their countries and the capabilities of their societies.
