الملخص:

تلعب قطر دورًا كبيرًا في السياسة الإقليمية الذي يفوق بكثير صغر مساحتها وعدد سكانها. من المهم معرفة وتحديد الأسس الأساسية لهذا الدور الذي غالبًا ما يُنظر إليه بالغموض والريبة وحتى الاتهام. يساعد ذلك علی فهم سياسة قطر التي تعد أحد اللاعبين الرئيسيين في المنطقة، ويساعد في توسيع معرفتنا وفهمنا لسلوك الدول وکيفية استخدام بعض الدول لمواردها وفرصها المتاحة في خدمة سياساتها وتعزيز مکانتها، وهذا هو أحد الأهداف الرئيسية لهذه الدراسة. عليە، تحاول هذە الدراسة  تحديد وتحليل الهدف الرئيسي لسياسة قطر الخارجية، ولاسيما تجاە الخليج العربي، والركائز الأساسية التي تقوم عليها تلك السياسة. إن تحديد وتحليل الأهداف والركائز الأساسية لسياسة قطر الخارجية تجاه دول الخليج العربي المجاورة لقطر هما السؤالان اللذان يشكلان مشكلة هذه الدراسة. ووفقًا لهذه الدراسة ، فإن الهدف الأساسي لسياسة قطر الخارجية هو الاستقلال عن هيمنة المملكة العربية السعودية ودول الخليج العربي الأخرى، وهذا الهدف مرتبط بخوف قطر المزمن من نوايا جيرانها في ابتلاعها والسيطرة عليها. أما فيما يتعلق بالرکائز الأساسية لتلك السياسة فهي ثلاث: الغاز الطبيعي وتحديداً الغاز المسال، العلاقات الوثيقة مع الجماعات الإسلامية ولاسيما مع جماعة الإخوان المسلمين، و شبكة الجزيرة الإعلامية. من خلال معرفة الهدف السياسي الأساسي لقطر والإلمام بتلك الركائز الأساسية الثلاث، يمكننا فهم معظم توجهات وسياسات قطر وطبيعة علاقاتها وخلافاتها مع بعض الدول المنطقة والمجاورة لها. تعتمد الدراسة في جمع البيانات على مراجعة الأدب المنشور حول الموضوع والتقارير والبيانات الرسمية، ومن ثم تحليلها. كما يتم استخدام نظرية الواقعية الهجومية، التي تنتمي إلى المدرسة الواقعية في العلاقات الدولية، كإطار نظري لتفسير وفهم سياسة قطر الخارجية ودوافعها الرئيسية، ولاسيما تجاه دول الخليج العربي.

Abstract

Qatar plays a large role in regional politics that far outweighs its small size and population. It is important to know and define the basic underpinnings of this role which is often viewed with ambiguity, suspicion and even accusation. This helps to understand the policy of Qatar, which is one of the major players in the region, and helps to expand our knowledge and understanding of the behavior of countries and how some countries use their available resources and opportunities in serving their policies and enhancing their position, and this is one of the main objectives of this study. Therefore, this study attempts to identify and analyze the main objective of Qatar’s foreign policy, especially towards the Arabian Gulf, and the main pillars upon which that policy is based. Defining and analyzing the main objectives and pillars of Qatar’s foreign policy towards the neighboring Arab Gulf states are the two questions that constitute the problem of this study. According to this study, the primary goal of Qatar’s foreign policy is independence from the hegemony of Saudi Arabia and other Arab Gulf states, and this goal is linked to Qatar’s chronic fear of its neighbors’ intentions to swallow it up and control it. As for the main pillars of this policy, they are three: LNG, close relations with Islamic groups, especially with the Muslim Brotherhood, and Al Jazeera Media Network. By knowing the main political goal of Qatar and familiarity with these three main pillars, we can understand most of Qatar’s orientations and policies and the nature of its relations and differences with some countries in the region and its neighbours. In collecting data, the study depends on reviewing the published literature on the topic, reports and official data, and then analyzing them. The theory of offensive realism, which belongs to the realist school of international relations, is also used as a theoretical framework to explain and understand Qatar’s foreign policy and its main motives, especially towards the Arab Gulf states.
