ملخص:
يناقش المقال مسألة التطور الديمقراطي ومسار بنائه من خلال دراسة دستورية،هذه الأخيرة التي تروم تسليط الضوء الديمقراطية عبر نص الوثيقة الدستورية ، وبالتالي سنكون أمام معطى توسيع هامش الممارسة الديمقراطية من خلال الحديث عن الديمقراطية التشاركية ، وهو المعطى المستجد على مستوى آخر وثيقة دستورية للبلاد. هذا المعطى يجعلنا نتساءل عن العلاقة بين الديمقراطية التمثيلية و موقعها في النص الدستوري و الممارسة العملية و الديمقراطية التشاركية من جهة ثانية ،هذه العلاقة المفروض فيها أن تكون تكاملية ،تسند مسار الديمقراطية الهش في البلد.
بالرجوع إلى الوثيقة الدستورية التي تعتبر محور هذا المقال؛نجدها تبوء الديمقراطية التمثيلية مكانة متميزة بالنظر إلى الديمقراطية التشاركية،غير أن دسترة هذه الأخيرة تجعلنا نقف بالتحليل و الرصد على دلالات وأبعاد هذه الدسترة. مما لاشك فيه أن المشرع الدستوري يعي جيدا حجم الضرر التي أصاب الديمقراطية و أعاق المسار الطبيعي للتطور الديمقراطي بالمغرب ،إضافة إلى ما أصاب الممارسة السياسية من ترهل، من جهة ،ومن جهة ثانية، وبالنظر إلى ضغط الشارع الذي دفع في اتجاه الاعلان عن اصلاحات دستورية عقب حراك سنة 2011، وبالتالي فالإقرار الدستوري للديمقراطية التشاركية إلى جانب الديمقراطية التمثيلية يمكن اعتباره مخرجا نحو دعم مسار الديمقراطية بشكل عام.
ومما لاشك فيه أن دسترة الديمقراطية التشاركية و الوقوف عند هذا الحد فقط لا يمكن أن يدعم الديمقراطية بقدر ما يمكن أن يتحول إلى عبء على هذا مسار هذه الأخيرة ،و بالتالي ستعمد من خلال هذا المقال إلى مقاربة الموضوع مقاربة دستورية،ترتكز على قراءة الأبعاد و المضامين، واستشراف مستقبل التنزيل و التعاون بين الديمقراطيتين في سند المسار الديمقراطي وتطويره .
Abstract:
The article discusses the issue of democratic development and the path of its construction through a constitutional study, the latter of which aims to shed light on democracy through the text of the constitutional document.Thus, we will be faced with the expansion of the margin of democratic practice by talking about participatory democracy, which is the latest in the last constitutional document of the country. This gives us a question about the relationship between representative democracy and its position in the constitutional text and practice and participatory democracy on the other hand, this relationship, which is supposed to be complementary, underpins the fragile path of democracy in the country.
With reference to the constitutional document which is the focus of this article, we find that the representative democracy is a privileged place in view of participatory democracy, but the constitution of the latter makes us stand by analysis and monitoring on the implications and dimensions of this constitution. There is no doubt that the constitutional legislator is well aware of the magnitude of the damage to democracy and hindered the normal course of democratic development in Morocco, in addition to the sagging political practice, on the one hand, and on the other hand, and given the pressure of the street, which pushed towards the announcement of constitutional reforms following In 2011, the constitutional endorsement of participatory democracy along with representative democracy can be seen as a way out of supporting the overall course of democracy.
There is no doubt that the constitution of participatory democracy and standing at this point alone can not support democracy as much as it can become a burden on the course of the latter, and therefore will be through this article to approach a constitutional approach, based on reading the dimensions and implications And to explore the future of democratization and cooperation between democracies in supporting and developing the democratic process.
